Complete A Deadly Plot, An Eye for an Eye and Redania's Most Wanted, then give Dijkstra information during Blindingly Obvious instead of forcefully shoving him. Those are the cited historical unlock conditions. Keep a save before that conversation; finishing only one prerequisite is insufficient.
Check the prerequisite journal
Confirm all three entries before the Blindingly Obvious decision. Use Thaler's rescue and Ves's rescue route for the first two. Redania's Most Wanted is a separate prerequisite, not a synonym for either rescue.
When dealing with Dijkstra after recovering Philippa, choose the information-based bargain. The historical walkthrough distinguishes that from pushing him down and breaking his leg. If the latter branch is already committed, use an earlier save to change it; this guide does not promise a later dialogue reset.
Complete the assassination sequence
- Attend the planning meeting in Dijkstra's warehouse at the Novigrad docks.
- Speak with Philippa outside and receive Vizimir II's Ring.
- Find Radovid's boat at the Novigrad docks and speak to its guard to board.
- Use the ring-backed story and follow the bridge encounter with Roche and Ves.
- After the confrontation, attend the theater meeting.
Decide at the theater

This choice affects the political ending, but one branch does not by itself determine every ending condition. Save before the meeting and choose for the outcome you want rather than assuming both sides can be preserved.
If the quest does not appear
Record the prerequisite completion states, the Dijkstra dialogue chosen and current main-story objective. Revisit the earlier save if one condition was missed.
