Compare a fixed-resolution baseline with your FSR setup in the same scene. An October 2 RX 9070 XT report links poor image clarity to a combination of dynamic resolution, FSR and sharpening, with only partial improvements reported. It does not establish one setting or driver as the universal cause.
Make a useful comparison
Record output resolution, renderer, GPU, driver, game build, upscaling mode, dynamic-resolution state, sharpening and ray/path-tracing settings. Keep the same save, camera position, weather and display mode for the test. Write down the current settings before changing them so you can restore the starting configuration.
Check whether the problem is stationary softness, noise while moving, or an overall washed-out display. Capture one still view and one short moving view. A different time of day or exposure can make a lighting comparison look like an upscaling fix.
Change one setting at a time

These are isolation tests, not a promised high-performance preset. Keep only changes that improve your own repeatable comparison at an acceptable frame rate; restore changes that do not help.
Choose the next branch from the result
If the image remains dark or washed out with the resolution tests unchanged, use the HDR/display guide only if its symptoms match. For weak frame rate rather than image clarity, compare HairWorks separately.
Escalate with both captures and the recorded settings if the fault persists. Mixed AMD reports are not a reason to promise a driver downgrade, edit registry settings or delete shader folders. Console and Steam Deck results cannot be inferred from this Windows 11, 1440p, RX 9070 XT example.
